Andrei Chursov serves as Berkadia’s Chief Transformation Officer, leading enterprise-wide planning efforts, strategy execution, organizational performance, and business improvement initiatives. Working across functions, Andrei helps translate priorities into practical changes in operating models, workflows, and resource allocation. Andrei plays an important role in Berkadia’s work with Fannie Mae and Freddie Mac, currently serving as the Chair of Fannie Mae’s Technology and Innovation Subcommittee (TISC).
In joining Berkadia, Andrei brought experiences from Fannie Mae’s Transformation Team, where in his capacity as Director of Transformation Strategy, he led an internal advisory team and helped accelerate the company’s enterprise-wide lean management efforts. He guided the evolution of long-range planning, supported strategy deployment from senior leadership to frontline teams, and helped develop an operating model integrating Lean, Agile, and DevOps principles. Earlier, in his work at the Boston Consulting Group (BCG), Andrei advised clients on operational, investment, and organizational decisions.
Andrei also brings senior federal-government experience at the intersection of policy, operations, and institutional performance. As Senior Advisor to the Administrator of the U.S. General Services Administration (GSA), he advanced initiatives involving data strategy and modernization of the processes through which technology companies work with the federal government. Before joining GSA, he led the Strategy Team in the Office of the Director at the Consumer Financial Protection Bureau (CFPB), where he helped shape long-range priorities, internal innovation, and performance-management practices supporting the agency’s consumer-finance mission.
Earlier in his career, Andrei held planning, budgeting, and performance-management roles at Special Olympics International. He earned a Ph.D. and a Master’s degree in International Economics.
