Berkadia Arranges Sale and Financing of Class A Multifamily Community in Norfolk, Virginia
Norfolk, Va. – December 8, 2025 – Berkadia, a distinguished leader in the commercial real estate sector, has arranged the sale of Livano Norfolk, a new 295-unit multifamily community in Norfolk, Virginia.
Senior Managing Director Drew White, Managing Director Carter Wood and Director Cole Carns of Berkadia Richmond represented the seller, LIV Development.
Senior Managing Director Laura Cathlina and Associate Director Anna Burns of Berkadia Chicago arranged acquisition financing via Fannie Mae on behalf of the buyer, Kushner.
The acquisition expands Kushner’s Hampton Roads footprint to more than 1,000 units and reflects the company’s long-term confidence in the Hampton Roads region, where strong employment fundamentals in the medical and military sectors continue to drive sustained demand for high-quality rental housing. The property has been rebranded District 757.
“District 757 (formerly Livano Norfolk) represents the type of high-quality, institutionally built asset that consistently outperforms in Hampton Roads,” said White. “Its location, design, and long-term durability make it a compelling fit for both core and core-plus strategies. Kushner’s acquisition underscores the caliber of the property and the strength of the market. They are an experienced, well-capitalized owner with a clear vision for elevating the resident experience, and District 757 is well positioned to thrive under their stewardship.”
“This is a standout property in a market supported by durable economic drivers and a growing population,” said Laurent Morali, Kushner CEO. “District 757 aligns perfectly with our strategy of acquiring high-performing assets that we can hold long-term while enhancing the resident experience through our management expertise and scale.”
Located at 6163 Kempsville Circle in Norfolk’s Midtown Medical District, District 757 is directly across from Sentara Leigh Hospital and just minutes from Downtown Norfolk and Virginia Beach. District 757 sits in a vibrant employment corridor, surrounded by more than 62,000 military jobs anchored by Naval Station Norfolk, and close to additional healthcare hubs, including Sentara Brock Cancer Center and Eastern Virginia Medical Center.
Completed in 2024 and currently 96% leased, District 757 offer 297,436 square feet of rentable space across a mix of studios, one-bedroom, two-bedroom, and three-bedroom residences ranging from 614 to 1,645 square feet.
